D&D chat: First off, there was this guy that made a base class arcane archer for D&D 3.5. It needed some fixing up, which I did (well, overhauled the whole thing), but he never updated his post on the OOTS forums. It's of a middling power level, I think, but feasible in the average game (I never playtested it though). Enchant Arrow is probably the biggest source of power for the class. It's my most... normal class I suppose. Compared to Transmorpher and 5e/3.5 Update of Ozodrin (Not Owrtho, but I was significantly involved in the original and manage the 3.5 update/5e version) at least.

As for doing abilities like that in AS, I think doing this for specific spells would be better than trying to design a reasonable ability to dump just any power on a spell. Although something could probably be worked out (it'd almost surely be more than 1 minor).
Alchemist: Problem is, folk generally don't mess around with consumable objects when they could just by permanent stuff. If you wanted to do bombs I'd probably suggest just having an ability that let you summon / create them on the spot for free.
But bombs have another issue as well - they're hard to balance if all they do is explosive force/fire/etc. If you wanted to build a bomb person I'd suggest adding not-direct-murder riders to the bombs like smoke / sticky webs / temporary summon swarm / etc.
Inquisitor: I imagine someone will do this at somepoint, yes.
