I preferred 2/3 as well. As for which one to go with...
Well, 2 makes the most sense. Her backstory suggests she was in the deeper woodlands. If this site wasn't new I'd probably suggest Mora go with that one. But the site is fairly new, and #3 is hardly impossible, so taking into account what's going on currently might be a good idea.
There is basically one group of PCs in Tiburon, and one group in Casawek. As more PCs get made and such that'll increase, but unless Mora does solo stuff that's what she's looking at right now. She could easily still join up with either event, but I sorta feel like the PCs in Casawek would be friendlier to someone with very little knowledge of the world? Tiburon group is mostly a crew of hardened mercenaries and cutthoats while the PCs in Casawek seem like more heroic types. Also, everyone involved with the Casawek event reeeaallly wants a couple more people to show up there.
On the other other hand, I could just start another event in Tiburon. There are some PCs I/other folk were working on that would be good for that, I suppose. In the end either backstory is doable - all that's changing is location and a quick excuse to have traveled as far south as the other PCs in Casawek.
